The Ministry of Labour and Employment launched the e-Shram portal on 26th August 2021 to create a comprehensive National Database of Unorganised Workers (NDUW). As of 3rd March 2025, over 306.8 million unorganised workers have registered on the portal, with women constituting 53.68% of registrations. The initiative aims to bring unorganised workers under a unified framework, ensuring their access to social security benefits and welfare schemes.
On 21st October 2024, the ministry introduced e-Shram as a “One-Stop-Solution,” integrating 13 central government schemes, including the Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PM-SVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), and Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY). This consolidation allows unorganised workers to access these schemes through a single platform, simplifying the process and ensuring better reach of welfare initiatives.
To enhance accessibility, the e-Shram portal introduced multilingual functionality on 7th January 2025, incorporating 22 Indian languages through the Bhashini platform. Additionally, on 24th February 2025, the Ministry of Labour and Employment launched the e-Shram mobile application, providing real-time access to integrated welfare schemes, making it easier for workers to avail themselves of benefits on the go.
In an effort to raise awareness, the ministry has undertaken multiple initiatives, including periodic review meetings with States and Union Territories, regular consultations with Common Services Centres (CSCs), and integration with the National Career Service (NCS) and Skill India Digital Portal. These measures aim to facilitate employment and skill development opportunities for unorganised workers. The ministry has also encouraged enrolment under the Pradhan Mantri Shram Yogi Maandhan (PMSYM) pension scheme and collaborated with the myScheme portal for streamlined access to government welfare programs.
The e-Shram portal is a landmark step in strengthening India’s unorganised workforce by ensuring their participation in formalised welfare systems. With continued improvements and digital integrations, the initiative aims to further bridge gaps in social security and financial inclusion.
