
Union Home Minister Amit Shah chaired a key meeting with Goa Chief Minister Dr. Pramod Sawant on 3rd March 2025 to assess the implementation of three new criminal laws in the state. The primary objective of these laws, introduced under the leadership of Prime Minister Narendra Modi, is to ensure swift justice for citizens.
The review meeting, held in New Delhi, focused on various new provisions concerning police, courts, prisons, prosecution, and forensics in Goa. Senior officials, including the Union Home Secretary, Director General of Police (Goa), and representatives from the Bureau of Police Research and Development (BPRD) and National Crime Records Bureau (NCRB), were present.

Amit Shah emphasised the importance of meeting strict timelines in investigation and prosecution. He set an ambitious target of achieving a 90% conviction rate in criminal cases with a punishment of over seven years. The Union Home Minister also directed the full implementation of the e-Summons system and the mandatory registration of Investigation Officers (IOs) on the e-Sakshya platform by March 31, 2025.

Shah further underlined the need for senior police officers to monitor critical cases such as organised crime, terrorism, and mob lynching. He instructed that permission from a Superintendent of Police-level officer must be sought before registering cases under these provisions.
Highlighting the importance of forensic investigations, Shah called for 100% testing of forensic samples, ensuring that recovered property is returned to its rightful owners in line with the new laws.
The Union Home Minister urged the Goa Government to monitor and ensure the successful implementation of these new criminal laws, aiming for Goa to become a model state in criminal justice reform.
