The Bihar government has approved a new policy to encourage digital creators, social media influencers and online platforms to promote government schemes and development initiatives. Under the new system, eligible creators will receive performance-based financial incentives depending on the views generated by their content.
The policy introduces a view-based payment model where empanelled social media creators will earn ₹10,000 for every 1 lakh views received on eligible videos promoting government initiatives. However, the incentives will come with a maximum limit. Creators can earn up to ₹1 lakh per video, which applies to content that reaches 10 lakh views. The performance of the content will be reviewed 30 days after publication, after which payments will be calculated based on verified view numbers.
The new initiative is aimed at using the reach of digital platforms to improve communication between the government and citizens. By working with creators who already have a strong online audience, the government hopes to spread awareness about welfare schemes, public services and development projects more effectively.
The policy will not allow every creator to upload promotional content and claim payments. Only creators and digital platforms that are officially empanelled through Bihar’s designated government portal will be eligible for the incentives. To qualify for empanelment, social media creators and channels must have at least 1 lakh followers or subscribers. Digital news platforms and mobile applications must have a minimum of 50,000 average monthly unique users to be considered under the policy.
The performance-based approach shifts away from fixed payment models and focuses on measurable audience engagement. The government aims to reward content that reaches a wider audience and helps citizens understand various schemes and initiatives.
With social media becoming a major source of information for millions of people, Bihar’s new policy reflects the growing role of digital creators in public communication. The move could encourage more creators to produce informative content while helping the government connect with citizens through online platforms.
