Mumbai could soon get a major boost in pedestrian connectivity, with the Brihanmumbai Municipal Corporation (BMC) proposing a ₹702.44 crore underground walkway connecting the Mahalaxmi Racecourse and Science Centre Metro station on Metro Line 3 to the Worli Coastal Road promenade. The project aims to provide a safe, seamless and weather-protected route for commuters and visitors travelling between the Metro station and the seafront.
The proposed underground pedestrian link will stretch approximately 1.3 kilometres, passing through the Mahalaxmi Racecourse before reaching the Worli promenade. Once completed, it is expected to improve last-mile connectivity for thousands of Metro passengers while reducing dependence on road transport for short-distance travel.
According to the proposal, the project will be implemented by the Mumbai Metro Rail Corporation Limited (MMRCL) under the Transit-Oriented Development (TOD) guidelines of the Development Control and Promotion Regulations (DCPR) 2034. The BMC will fund the project and release the amount in phases through a memorandum of understanding with MMRCL.
The civic body has also proposed relaxing certain public tender provisions under Section 92 of the Mumbai Municipal Corporation Act to facilitate the project’s implementation, following directions from the state’s Urban Development Department.
The underground passage is expected to make travelling more convenient for commuters using Metro Line 3, especially those heading to the Coastal Road promenade, one of Mumbai’s newest public attractions. It will offer a dedicated pedestrian corridor, allowing people to avoid heavy traffic while providing a safer and more comfortable walking experience throughout the year.
The proposal recently received approval from a BMC panel, clearing an important step before execution. Officials believe the project will strengthen Mumbai’s growing Metro network by improving connectivity between public transport and key recreational destinations.
The walkway is part of Mumbai’s broader transit-oriented development strategy, which focuses on creating better access to public transport through integrated infrastructure. Such projects encourage commuters to use Metro services while reducing congestion on city roads.
If approved and completed as planned, the underground pedestrian link will become another significant addition to Mumbai’s urban infrastructure, making travel between Metro Line 3 and the Worli Coastal Road promenade faster, safer and more accessible for residents and visitors alike.
