The Government of India’s SVAMITVA Scheme is aimed at providing legal property ownership records to people living in rural inhabited areas, helping bring greater clarity, transparency and security to rural land ownership. The scheme seeks to provide a Record of Rights to property owners by creating accurate maps of village habitation areas and formally documenting ownership details. Through the use of modern mapping technologies, the initiative is helping reduce property-related disputes while also supporting better governance, financial inclusion and village-level development planning.
The primary objective of the SVAMITVA Scheme is to provide a Record of Rights to property owners in rural inhabited, or abadi, areas. Under the scheme, rural inhabited land is surveyed and demarcated using advanced drone technology along with Continuously Operating Reference Stations (CORS). This combination of technologies enables the preparation of highly accurate maps of village abadi areas, ensuring that property boundaries are identified and recorded with a high degree of precision.
The detailed mapping process plays an important role in reducing disputes related to property ownership. By clearly demarcating property boundaries and creating official ownership records, the scheme removes ambiguity regarding land ownership in rural areas. Clearly defined property limits help minimise conflicts between neighbouring landowners while providing an authentic basis for maintaining property records.
The process followed under the SVAMITVA Scheme also places significant emphasis on transparency and fairness. Before ownership records are finalised, the surveyed information undergoes ground verification. Any objections or disputes that arise during this stage are addressed through a structured dispute resolution mechanism. This transparent verification process ensures that ownership records are prepared accurately and fairly before they are officially recognised.
Apart from providing legal ownership records, the scheme is also contributing to improved access to institutional finance. According to information available with the Ministry, a total of 11,147 loans worth ₹1,713 crore have been disbursed on the basis of SVAMITVA property cards. These property cards serve as recognised proof of ownership, enabling eligible rural property owners to access loans and other financial services by using their documented property rights.
The implementation of the SVAMITVA Scheme is being carried out by the Ministry of Panchayati Raj in collaboration with the Survey of India and the State Governments. As part of this collaborative effort, drone surveys are being conducted across eligible rural inhabited areas using Continuously Operating Reference Stations (CORS) technology. The surveys generate highly accurate Geographic Information System (GIS)-based maps that form the foundation for creating reliable property ownership records.
To ensure that the implementation progresses smoothly, the Ministry regularly reviews the status of the scheme through meetings with State Governments and the Survey of India. These review meetings help monitor the progress of drone-based mapping, identify implementation challenges and ensure that surveys are completed within the planned timelines.
The data generated through the SVAMITVA Scheme extends beyond property ownership documentation and is also being utilised for rural planning and governance. The spatial data collected during drone surveys is shared with the respective State Governments and integrated into Gram Manchitra, a GIS-based spatial planning application developed by the Ministry of Panchayati Raj.
Gram Manchitra enables Gram Panchayats to visualise village-level geospatial information through an interactive digital mapping platform. The application displays important village features such as habitation areas, roads, public infrastructure, natural resources, water bodies and various community assets. This digital representation provides local governments with a comprehensive view of the resources and infrastructure available within their respective villages.
The application integrates geospatial information generated under the SVAMITVA Scheme with planning and governance data collected from multiple sources. This integrated approach supports evidence-based preparation and implementation of Gram Panchayat Development Plans (GPDPs). By combining geographical information with development planning data, Gram Manchitra enables Gram Panchayats to make informed decisions regarding infrastructure development and public service delivery.
Gram Manchitra also assists local bodies in identifying infrastructure gaps and prioritising development projects based on actual ground conditions. It supports the creation of community assets, facilitates monitoring of ongoing development works and encourages convergence of resources available under different Government schemes. This integrated planning approach helps improve the efficiency of rural development initiatives while promoting better utilisation of available public resources.
By providing a comprehensive spatial view of village assets and resources, Gram Manchitra strengthens decentralised planning and enhances transparency in local governance. The platform equips Gram Panchayats with reliable geospatial information, enabling informed decision-making and supporting sustainable rural development through evidence-based planning.
The SVAMITVA Scheme currently covers eligible rural inhabited, or abadi, areas of villages that have been approved under the programme. As of now, drone surveys have been completed in 3.30 lakh villages, representing significant progress in the nationwide implementation of the initiative. The extensive coverage reflects the Government’s continued efforts to modernise rural land administration through the adoption of advanced surveying and mapping technologies.
The completion of drone surveys across such a large number of villages is expected to strengthen property ownership documentation, improve transparency in land records, reduce property-related disputes and support more effective planning at the grassroots level. Through accurate mapping, verified ownership records and the integration of geospatial information into rural governance, the SVAMITVA Scheme is contributing to a more organised and data-driven approach to village administration and development.
