The government has introduced transformative reforms to promote gender inclusivity in public service. These policies aim to empower women, ensuring justice and equality in the workplace.
Pension Reforms Empower Women
Significant changes have been made to pension rules:
- Divorced or Separated Daughters: They can now directly claim their deceased father’s pension. Previously, they had to await legal proceedings’ outcomes. If divorce proceedings began during the pensioner’s lifetime, daughters can claim benefits without a final court verdict.
- Childless Widows: They can remarry and continue receiving their deceased husband’s pension, provided their income remains below the minimum pension threshold. This supports widows’ financial independence.
- Women Facing Marital Issues: Female pensioners who have filed for divorce or initiated proceedings under the Protection of Women from Domestic Violence Act or Dowry Prohibition Act can nominate their children for family pension over their husbands. This offers financial security during domestic hardships.
Flexible Child Care Leave Policies
The Department of Personnel & Training (DoPT) has introduced flexible Child Care Leave (CCL) policies:
- Single Mothers: They can avail up to two years of CCL in phases.
- Travel During CCL: Women employees can now travel abroad with their children during CCL.
These measures aim to create a more inclusive environment for women in government service.
Supporting Women in Governance
The government is committed to increasing women’s participation in governance and economic activities:
- Workplace Facilities: Initiatives include working women hostels and crèches in government offices.
- Support for Self-Help Groups: There’s increased market access for women-led Self-Help Groups (SHGs).
These reforms provide a robust support system, encouraging more women to assume leadership roles in governance and administration.
Encouraging Participation in the Digital Economy
To further women’s involvement in the digital economy and scientific research:
- Skill Development: The modernization of Industrial Training Institutes (ITIs) and targeted skill training programs are underway.
These initiatives aim to create pathways for women to participate actively in India’s growth story.
These comprehensive reforms reflect the government’s commitment to fostering a gender-inclusive governance framework, ensuring that women are equal stakeholders in the nation’s development.
