As the world’s largest democracy prepares for its next decennial census, a significant innovation has been introduced to make the exercise more citizen-centric and efficient. For the first time in India’s census history, residents can now complete their household details online through a dedicated self-enumeration portal, reducing reliance on door-to-door visits and minimising errors in data collection.

The self-enumeration facility for Census 2027 is currently open and will remain available until 15 April 2026  for households in the initial set of states and Union Territories. This optional but highly encouraged process allows any adult member of a household to submit accurate information in approximately 15–20 minutes from the comfort of their home. Upon successful submission, a unique Self-Enumeration ID (SE ID) is generated, which citizens must share with the official enumerator during the subsequent house-to-house verification.

A Historic Shift to Digital Census

The Houselisting and Housing Census (HLO) , the first phase of Census 2027  focuses on collecting data about housing conditions, amenities, and household assets through a set of 33 questions. This phase will roll out in a staggered manner across the country from April to September 2026. The second phase, Population Enumeration, is scheduled for February–March 2027 (with adjustments for snow-bound areas).

Self-enumeration forms an integral part of the first phase. It precedes the 30-day field enumeration period in each region by 15 days, empowering citizens to participate directly while ensuring data confidentiality under the Census Act. The portal, available at https://se.census.gov.in, supports English, Hindi, and 14 regional languages, making it accessible to a diverse population.

Registrar General and Census Commissioner **Mritunjay Kumar Narayan** has urged citizens to make full use of this facility, hoping that a substantial percentage of households will opt for self-enumeration. Accurate data from the census is vital for planning welfare schemes, infrastructure development, resource allocation, and evidence-based policymaking for the coming decade.

Participating States and Timelines

The self-enumeration window is being implemented region-wise. For the first batch of areas, the process runs from 1 to 15 April 2026, followed immediately by house-to-house enumeration from 16 April to 15 May 2026. These include:

– Andaman and Nicobar Islands

– Delhi (New Delhi Municipal Council and Delhi Cantonment Board areas)

– Goa

– Karnataka

– Lakshadweep

– Mizoram

– Odisha

– Sikkim

Subsequent windows have been notified for other regions. For example:

– Gujarat, Dadra and Nagar Haveli and Daman and Diu: Self-enumeration 5–19 April

– Uttarakhand: 10–24 April

– Madhya Pradesh, Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, and Haryana: 16–30 April

Citizens are advised to check the official portal for the exact dates applicable to their state or Union Territory, as the schedule varies. In some larger states like Delhi’s Municipal Corporation areas, the timeline shifts later (self-enumeration in May).

 Simple Steps to Complete Self-Enumeration

The process has been designed for ease and security:

1. Visit the official portal at **https://se.census.gov.in**.

2. Select your State or Union Territory and enter the captcha.

3. Register by providing the name of the head of the household and a valid 10-digit mobile number (email is optional). Only one mobile number can be used per household.

4. Verify the One-Time Password (OTP) sent to your registered mobile.

5. Choose your preferred language from the available options.

6. Enter and confirm your address details, including district, PIN code, locality, and mark your location on the interactive map if prompted.

7. Provide information about the house: materials used for floor, walls, and roof; and the condition of the dwelling (good, livable, or dilapidated).

8. Share household details: total number of members, gender composition, and ownership status (owned, rented, etc.).

9. Detail available amenities: source of drinking water, electricity connection, toilet and bathing facilities, and type of cooking fuel.

10. Report on assets and lifestyle indicators: ownership of items such as television, radio, internet connection, smartphones, vehicles (motorcycle, car, etc.), and the main cereal consumed by the family.

11. Review all entered information on the preview screen and click “Final Submit”.

Once submitted, you will receive confirmation along with your unique SE ID via SMS and/or email. Keep this ID safely to share with the enumerator when they visit.

No supporting documents are required during self-enumeration. The entire exercise is voluntary, but participation ensures more reliable national statistics.

Broader Significance

This digital-first approach marks a major modernisation of India’s census machinery. Enumerators will still conduct field visits using a dedicated mobile application, but self-enumeration is expected to lighten their workload and improve data quality. The government has allocated substantial resources for the entire Census 2027 exercise, with results anticipated to be released in the same year thanks to digital tools.

High-level participation has already set an example, with several prominent figures completing their self-enumeration on the opening day.
