Context of the Visit
Afghanistan’s Foreign Minister, Amir Khan Muttaqi, is expected to visit India. Since the Taliban’s return to power in 2021, India has cautiously limited its engagement to humanitarian aid. Muttaqi’s trip marks a significant opening, suggesting Kabul’s interest in formalizing ties with New Delhi.
Countering the Pakistan–Saudi Arabia Axis
• Pakistan and Saudi Arabia have recently moved closer, strengthening their defense and economic cooperation.
• The Taliban, however, remain uneasy with Islamabad due to frequent border clashes and the unresolved Tehrik-i-Taliban Pakistan (TTP) issue.
• By engaging India directly, the Taliban diversify their diplomatic options and reduce overdependence on Pakistan–Saudi backing.
• For India, this outreach undermines the traditional “Afghanistan–Pakistan nexus,” creating more diplomatic room for maneuver.
International Dimension
• The U.S. and Western powers continue to withhold recognition of the Taliban.
• Russia, China, and Iran actively engage with Afghanistan.
• India’s decision to hold talks demonstrates a pragmatic Realpolitik approach, ensuring it is not left behind in Central Asian dynamics.
India’s Strategic Interests
• Connectivity: Afghanistan is India’s natural gateway to Central Asia. Strengthening ties helps push projects like Chabahar Port and the International North-South Transport Corridor (INSTC).
• Security: Counter-terrorism cooperation is crucial to prevent Afghan soil from being used against Indian interests.
• Regional Balance: This move checks the growing Pakistan–Saudi axis and complements India’s outreach to Iran and Central Asia.
