Postal networks worldwide have hit pause on sending parcels to the United States. From India to New Zealand, and across Europe, postal operators have suspended most shipments. The sudden halt comes as the US ends a long-standing duty-free allowance for low-value imports, creating uncertainty and new costs for senders.
The Rule Behind the Disruption
Until now, parcels worth up to $800 entered the US without duty. This exemption, known as de minimis, will end on August 29. Under the new policy:
- Goods from countries with tariffs below 15% will face a flat duty of $80 per item.
- For tariffs between 16% and 25%, the duty rises to $160.
- Above 25%, it increases to $200.
India falls in the highest band after it set a 50% tariff in July. Only letters, documents, books, and gifts under $100 remain exempt.
India Takes the First Step
India’s postal department suspended all non-exempt US-bound mail from August 25. Refunds are being issued for unprocessed parcels. Authorities say this is a precaution to prevent large volumes being stuck at US customs.
Europe and Beyond Follow
Soon after, several European nations took similar action. The UK, France, Germany, Italy, Belgium, and Denmark paused deliveries. New Zealand also joined the list as the tariff changes approached. Officials in many countries have cited unclear US customs procedures and an absence of a reliable duty collection system as key reasons.
Private Couriers Still Moving
Private players like DHL Express and FedEx continue operations. Their systems already collect duties and handle customs electronically. However, costs for customers have surged. Public postal networks, on the other hand, process far larger parcel volumes and are wary of leaving them stranded in US warehouses.
Who Gets Affected?
Consumers in the United States will notice fewer cheap parcels arriving from abroad. Prices for overseas goods, including popular e-commerce items, are likely to climb. For small exporters in India and Europe, the shipping pause means lost orders and possible revenue drops. Many sellers are halting US shipments until clarity returns.
When Will It End?
Postal authorities have described the measure as temporary, but no firm date has been set for restoration. They are waiting for the US to outline a clear mechanism for duties and data collection. Until then, only letters, documents, and small-value gifts will reach American addresses. Billions of dollars’ worth of goods are expected to remain stalled in the coming weeks.
