The government has announced the implementation of the “One State, One Regional Rural Bank (RRB)” policy starting 1 May 2025. This marks a major step in streamlining rural banking operations across India.

Policy to consolidate RRBs state-wise

From May, each state will have only one Regional Rural Bank, regardless of how many currently operate. The move is aimed at improving efficiency, reducing duplication, and enhancing service delivery in rural areas.

The decision follows the government’s ongoing reform drive to modernise the rural banking network and make it more financially sustainable.

Merger of RRBs underway

Banks have already started the process of consolidating operations and merging back-end systems. The mergers will combine all existing RRBs within a state into a single entity.

This change will not affect customer services directly. All existing accounts, loans, and branches will continue to function normally, according to government officials.

Expected benefits for rural customers

The unified model is expected to bring more consistent banking services, lower administrative costs, and improve lending efficiency. It also aims to ensure wider financial inclusion in far-flung villages by eliminating overlapping roles between RRBs.

By operating under a unified structure, each state’s rural bank will have better decision-making power and capital strength.

Background of the move

India currently has 43 RRBs, jointly owned by the central government, state governments, and sponsor banks. Over time, many states have seen the creation of multiple RRBs, often causing duplication of services and inefficiencies in fund deployment.

This “One State, One RRB” plan was first proposed in 2022 by the Ministry of Finance. A detailed roadmap was drawn out, and states were consulted.

After evaluation and feedback, the formal implementation date has been set for 1 May 2025.

Stakeholders involved

The move involves coordination between the Ministry of Finance, NABARD, sponsor banks, state governments, and the RRBs themselves. Each participating institution is working on alignment of systems, staff integration, and digital services.
